Social Housing 社會住宅 Providing a refuge for people in need 讓有需要的人都能「安居好室」 Taiwan’s housing market is in a pickle. Everyone needs a place to live, but the cost of rent and property is not affordable for many. What Taiwan needs is a reliable third option, and that’s why the government has created the social housing program. Owned by the government, social housing units are available to people who can’t afford traditional housing. These units are not for sale; they are only available to rent. According to the Executive Yuan, the goal is to make 200,000 social housing units available. This number includes 120,000 newly constructed homes and 80,000 vacant houses that the government will convert into social housing units. 臺灣房地產市場正處於困境當中。雖說每個人都需要一個居住的地方,但租金和買房對很多人來說卻不堪負荷。臺灣需要一個可靠的第三種選擇,而這就是政府制定社會住宅計畫的原由。 社會住宅為政府所有,主要提供給無法負擔傳統居住選擇的人。社會住宅不出售;只作為出租之用。根據行政院規劃,總體目標為提供二十萬戶社會住宅;該數字包括十二萬戶直接興建和八萬戶政府包租代管由空置房屋轉換而成的社會住宅。
Temporary relief 稍事喘息 The core purpose of social housing is to use the nation’s public resources in a reasonable and sustainable way. Providing homes with affordable rent will give tenants a chance to save money and prepare for their future. After the lease term expires, tenants will need to move out of social housing and find a different home. Then the housing unit will be cleaned out and rented to a new tenant. 社會住宅的核心目標在於提供承租戶一個可負擔的居住環境,也意味著住戶將有機會省下一點錢為將來做一些準備。租期年限期滿,承租戶必需搬出社會住宅另覓其他住所。然後,空出來的社宅便會在整理乾淨後出租給新的承租戶。
Government owned 國有社宅 Since the government owns all the units, they also need a plan for how to manage all of them. The National Housing and Urban Regeneration Center has authorized a property management company to manage all the units. Only by following the social housing management rules will the tenants be able to get along well with neighbors and cherish the houses they live in. The property management staff will enforce the rules and, if there is a serious violation, tenants may be evicted. The regulations may sound strict, but it’s an important way for the government to keep everyone in the neighborhood safe. 雖然政府為社宅唯一所有權人,不過亦需要管理為數眾多的住房。國家住都中心委託物業管理公司統管所有社宅。承租戶須社宅管理規章,彼此相知相惜、愛屋惜屋。物業服務人員會執行社宅管理規定,若有嚴重違規情事,租戶很可能會遭強制終止租約。該管理模式聽起來也許頗為嚴格,但這是政府確保社宅住戶及周邊鄰里居民生活安全的重要舉措。
A warm community 公益溫暖 Social housing units are more than just houses. They will also feature common spaces that can be used for childcare, elderly care or kindergartens. Not only that, households and neighborhoods can use these areas to host events like concerts or public art exhibits! 社會住宅不僅僅是住房而已;還會規劃建置可供托嬰安親、托老照護或幼兒園等公益空間。不僅如此,住戶以及周邊鄰里還能使用這些空間舉辦諸如音樂會或公共藝術展覽等活動!
